Cornwall Council is focused on Community Wellbeing, and we work with a range of health and voluntary sector partners to enable our communities to ‘start well, live well and age well’.  As part of our pioneering approach, we are bringing together our Public Health, Waste, Regulatory and Community Services to create a unified and unwavering focus on providing excellent services to our residents now and into the future. This strategy is underpinned by a critical focus on prevention, community involvement and partnership working, and this role is right at the heart of our next phase of transformation and improvement.

Cornwall’s regulatory responsibilities are varied and broad. From private sector housing and building control, through to wide-ranging public protection services, we ensure that our community and our environment are protected and able to thrive. Working closely with the Strategic Director for Community Wellbeing, you’ll be responsible for a diverse range of services protecting our communities, including a fair trading environment, a safe food chain, environmental protection, events management, licencing, public safety, health and wellbeing, and civil parking enforcement.  Moreover, you’ll oversee our strategic waste function, including acting as lead client for one of the country’s largest waste authorities, with a PFI disposal contract and a collection and cleansing contract and waste enforcement, as well as service transformation to improve reduction, re-use and recycling.

Your track record will demonstrate that you’re ready and qualified to lead a forward-looking and high-performing service that secures the confidence of residents and businesses alike. Experience of change management, including financial planning, effective communication, and delivering new operating models are all essential. Experience of developing strategic plans and implementing complex legislative change is essential.  Like us, you’ll see Waste as a key resource which offers new opportunities, and you will have a track record of negotiating and working in partnership with strategic contractors.  Subject-specific expertise, in terms of legislation, regulation and emerging best practice, will be a distinct advantage.
