The Code of Practice on the English language requirement for public sector workers, Part 7 of the Immigration Act 2016, requires that Councils ensure that all candidates applying for customer facing posts must be assessed in order to establish their fluency in English.

 The criteria under special knowledge and experience on the job profile which is shown in this advert, outlines what level of fluency you will be expected to demonstrate.  Therefore, it is essential that you provide examples in your application.

 We currently require an Environmental Health Officer in our Housing service based in the Housing Standards Team.

Working in Housing enforcement in Bradford is not without its challenges as over 40% of our housing stock is pre 1939 and over 20% is privately rented but if you are interested in developing your skills and joining a forward looking team renowned for using its full range of enforcement powers to provide good accommodation for Bradford residents then we could be the team for you.

As an EHO in Housing in Bradford you will be involved in:

  • Inspecting properties and enforcement under the Housing Act 2004, Housing & Planning Act 2016, The Management of Houses in Multiple Occupation (England) Regulations 2006, Environmental Protection Act 1990, Building Act 1984 and The Smoke and Carbon Monoxide Alarm (England) Regulations 2015.
  • Issuing Civil Penalty Notices, taking prosecutions, attending tribunal and court hearings.
  • Undertaking default works and exercising warrants.
  • Ensuring compliance with the Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015, The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, The Redress Schemes for Lettings Agency Work & Property Management Work (Requirement to Belong to a Scheme etc.) (England) Order 2014, Protection from eviction in relation to with the Deregulation Act 2015.
  • Proactive enforcement.
  • Bringing empty properties back into use through education, enforcement and incentives.
  • Working with other Council departments and external partner agencies to ensure that standards and being met and tenants are safe in their homes.

In order to apply for the EHO post you will need:

  • A recognised degree/MSc in Environmental Health or a recognised diploma in Environmental Health and
  • Certificate of Registration from the Environmental Health Officers Registration Board (EHORB) or
  •  Registration as a Chartered Environmental Health Practitioner by the Chartered Institute of Environmental Health (CIEH) or
  • Registration as a Registered Environmental Health Practitioner by the Chartered Institute of Environmental Health (CIEH). 

             Whilst the current vacancy is within the Housing Standards Team you could be required to work in any of the Housing teams.

At Bradford we employ Environmental Health Officers within both our Housing Service and our Environmental Health Service and as the post of Environmental Health Officer is a generic post across both Services, you can be required, in emergencies, to undertake other Environmental Health Officer duties within one of the Environmental Health teams.
